Hudson Oliveira

Former ASDP President / Current Technology Chair

Hudson Oliveira is a seasoned leader with over 20 years of experience in supply chain programs, small business development, and vendor/partner alliance management. As Director of Small Business Partnerships in the Business Development Department at RTI International, he plays a key role in fostering strategic collaborations to secure new contract awards—both as a prime and as a subcontractor.

Widely recognized for his leadership in small business engagement, he has received multiple industry awards for his supplier impact contribution. He holds a Bachelor of Arts from Portland State University and a Master of Science from the University of South Florida.

Mr. Oliveira has long been active in shaping the small business programs community. He served on the Governor’s Advisory Council on Small Businesses; earned his ASDP certification in 2007; within ASDP he served as Education Chair (2019), Vice President (2020–2022), and President (2022–2024)—a role through which he led training initiatives, partnered with the Board and Committee Chairs, launched the level 2 (advanced SBLO) training, and strengthened alignment with the organization’s mission. Currently, he continues his service as Technology Chair. With over 800 members, ASDP provides robust training and certification to support the professional growth of Small Business Program Professionals—an initiative Hudson finds deeply meaningful and rewarding.

From 2009 to 2019, Hudson was also a member of The Conference Board’s Supplier Engagement Leadership Council (SELC) advocating for corporate supplier economic engagement as a strategic lever for innovation and growth. SELC’s work emphasizes the value of inclusive partnerships with local, diverse, international and small suppliers to meet evolving business needs and remain competitive.
